If you change the user codes in Comfigurator and Write to Comfort but the user codes are not changed, this is because in Configuration > Modules and Settings > Write User Codes checkbox is set to NO
"NO" is the default setting. The purpose is to prevent an installer who comes back to change the programming of the system from writing over the user c odes that have been changed on the keypads

With write User Codes checkbox set to NO then there is "NO" access to the engineer test menu either.

I dont understand what you mean
Not checking Write User Codes prevents the user codes in Comfigurator from being wriiten to Comfort so the original user and engineers codes are unchanged
It should not affect Engineer Test Menu
