The connection for PABX is described in the Installation Manual which can be downloaded from http://www.cytech-technology.com/manuals.html

The Incoming Telephone line should  go to TEL IN and TEL OUT should be connected to the PABX incoming

Another method is to connect Comfort to an analog extension (not digital) of the PABX. The advantage of this is that Comfort can answer calls made to any of the incoming lines, but the disadvantage is Comfort may not be able to seize the line to dial out in alarm, if all limnes are used. This is NOT recommended when  security is a concern

What exactly is the problem you have in connecting?

I still cannot understand what you have connected

is it TEL LINE -> Comfort TEL IN  Comfort TEL OUT -> PABX
or
TEL LINE -> PABX   Analog Extension -> Comfort TEL IN?

What do you mean the PABX system is not picking it up, do you mean the phones connected to the PABX do not ring? Please provide a complete descriptionb of yuour connections and what is not working

Do you mean to say you connected the TEL OUT to an extension line on the PABX? If so, the door station would not ring the phones right? The TEL OUT should be connected to one of the CO lines. I'm not familiar with the IP403 so I'm not too sure whether I'm right.
