A Tamper does not sound the External Siren when System is Unset.

EN50131-1 Table 7 does not permit Tamper to sound external bellbox if system is not armed. The tamper alarm is considered an unconfirmed alarm, and can lead to a confirmed alarm if another alarm is activated

This has been implemented since firmware 7.036

I am not sure if this is a good restriction. It is convenient for installers to make changes without causing the bell to sound if tamper is removed.
