That is basically correct
You need to use the RC01 remote control to send Comfort IR signals to IR receiver or IR dome
Download RC01 manual from http://www.cytech.biz/rc01_manual.html

In each room you can use the RC01 to send Comfort IR signals to the IR receiver
It does not matter how many rooms there are as long as there is IR receiver there

The IR receiver wll be connected to Comfort to activate Responses

Note that you need RIO01 to be connected to IR Receivers

There are 12 Room buttons in RC01
Each Room can be programmed to do different responses for each rooom

eg
Room 1 On  Off, off2,  On2
Room2 On, off, off2, On2

etc

This can be used to control things in different room

But all RC01 will have the same behaviour and control

Comfort can receive 128 IR codes via the IR receivers and any keypad with built in IR Receiver, but the RC01 does not send all 128. The other codes can be learned by a universal learning remote control. You can transmit the whole set of 128 IR codes from an IR transmitter connected to a Comfort Output to be learned by a learnin g remote control. In Configuration > IR Transmit codes, select Cytech, and you will see IR codes 0 to 127

In the IR Receive Screen that you showed, you can assign responses to the 16 scenes 0-9, A to E on the RC01 remote control. so pressing any of the scene buttons will trigger a Response in Comfort

For Rooms, go to Events > Room Responses
Each Room has 4 buttons 1,2,3,4 on the top names On, Off, Off, On
First press a Room button 1 to 12. Then press the function 1 to 4.
The functions for each room trigger a different response
Hence there are 12 x 4 = 48 functions by selecting a Room then the function button

The bottom section of the RC01 simulates the keypad keys so there is no programming needed.
You just point it at any keypad to make it work like the keypad keys on that keypad
