There is the RM2 Pro unit https://www.amazon.co.uk/dp/B01H6Y55QQ which can control IR and 433Mhz devices - very interesting. The SDK isn't open, but some clever folks have built a couple of tools, once of which is the RM Commander builder tool - see here http://milillicuti.com/an-api-to-connect-your-broadlink-rm-pro-irrf-wifi-bridge-to-your-home-automation-system/
From what I can see, that Windows tool can build a command to control a device - see this 
Do we think the UCM Ethernet could throw out this size of string to be sent to the RM2 Pro unit?

The Universal UCM can send any test string to its output ie ETH or rs232 or rs485
I have to check what is the maximum length do you know how many characters are required?

The Universal can only do 126 characters.
