Could you please confirm that the total number of Scene Switches and RIO modules that can be connected to Comfort II Ultra is fifteeen (15).

Yes, Comfort II-ULT (FS 34) supports up to 15 SCS/RIO modules.

It is recommended to connect in "star" method, direct from Comfort. You can use a ADM01 Auxliiliary connection module which has extra terminal blocks for this purpose
The reason for connecting in this way is to prevent loss of voltage if many modules are daisy-chained in connection.
For these SCS if you have difficulty you can connect a few say 3 to 4 in daisy chain manner, and connect the group to Comfort
