the polarity is not important for the telephone line
Join the 2 wires from TEL in to TEL OUT
Also it is better to restrict questions to one topic /thread otheerwise it makes it more difficult to figure out what has been answered and what hasnt and to follow the progress of the problem

A happy result. I joined the wires as you suggested. Another phone technician came out yesterday and discovered that the technician who had come out the previous day to address a fault that was affecting our internet usage has actually damaged our phone line. He remedied that fault and now everything is OK. I really appreciate the help you provided in dealing with this issue.
