Implemented Firmware Upgrade of UCM/Velbus by Comfort Bus, ie no need for UCM Programming Cable

Known Issues
If an Unknown velbus module is the 1st Velbus address, the Learn process will not detect any modules. Set the address of the Unknown module to a higher velbus address to work around this issue
