Comfort II issues

I have some issues with an existing Comfort II v5.054. Recently I have powered the system up and have researched the forums for possible solutions but have two existing issues.
 
1)[font=\"times new roman\"][size=\"1\"] [/size][size=\"3\"] [/size][/font]When I power up the system the comfort blocks the outgoing line to the phones in the house. I have checked the voltage at 50v on the tel in but on the tel out 0v. Bypassing the comfort restores the phone line to the home phones. In Configurator I have tried ignore line cut but this does nothing. Does this indicate that board may be faulty?
 
2) No voice at keypad. I tried vocab upgrade but It will not load. I read that voice chip U7 needs to be reprogrammed with CS-Xpress Is this still available or will I have to upgrade the firmware with MPU01 Module to use configurator.

It appears like there could be a fault on your system which keeps the telephpne limne open
There is a  problem when you leave electronic equipment off for many years - when you finally turn it on, some of the electronic compoents like capacitors may be faulty
Your comfort 2 is probably close to 10 years old (firmware 5.045)

If you return to the factory (Cytech) we can quote you for a repair or  upgrade

Otherwise you can bypass the telephone line and not connect to Comfort, and check \"Ignore line Cut\" but that means you will not be able to dial out or in
